When the customs deems it necessary, the logistics carrier shall provide the customs with economic guarantees, bank guarantees or other guarantees approved by the customs.
The carrier shall submit the following registration documents:
A. A copy or photocopy of the business license issued by the administrative department for industry and commerce;
B. Copy of motor vehicle driving license issued by the traffic management department;
C. Photocopy of pilot's license (exempt ship from inspection);
D. Transhipment Application Form. Upon examination and approval by the customs, relevant registration certificates will be issued.
When applying for transit transport procedures, the applicant shall truthfully declare to the customs and submit the following documents in accordance with customs regulations:
(1) Import transportation. Fill out the "Customs Declaration for Import of Transshipment Cargoes of the People's Republic of China" in triplicate (three copies of the list of goods carried on board by international rail transport), and submit the relevant documents and shipping documents for inspection. For transhipment cargo falling within the scope of application of the Import License, the Customs of the place of shipment shall submit the Import License to the customs of the place of shipment in advance. If the designated shipping location of the air freight transit cargo is the same as the destination of the international waybill, the customs declaration may be exempted, and the customs shall affix the "Customs Supervised Goods" seal on the waybill.
(2) Export transportation. The customs shall complete the declaration form. The customs at the place of departure of the People's Republic of China, customs declaration, tax payment and customs at the place of departure shall return the receipt at the place of departure of the goods in accordance with regulations.
(3) For the import of goods for transit transportation, the entry of the means of transport declared within 14 days from the date of the territory where the transportation process should be declared to the customs, and the arrival of the relevant goods within 14 days from the date of import formalities with the customs. Where the means of transport has not been declared to the customs of the destination within three months from the date of entry, the customs shall handle the matter in accordance with the provisions of the Customs Law of the People's Republic of China.
